AMP Eswatini extends bid submission deadline for Bulimeni Minigrid RFP
In a strategic move to enable bidders to submit responsive proposals for the Design, Construction, Part-Financing, Operation and Maintenance of the Bulimeni Solar PV Plus Battery Mini-Grids Project (Tender Number: ESERA/RFP/05/2025-26), the Eswatini Africa Minigrids Programme (AMP Eswatini) implemented by the Eswatini Energy Regulatory Authority (ESERA), has announced an extension to the bid submission deadline. The decision reflects ESERA’s commitment to ensure favourable tendering conditions for prospective bidders for this project. Following the launch of the Request for Proposals (RFP) on 24 October 2025, AMP Eswatini issued comprehensive Briefing Notes Number 1 and Number 2 responding to clarification requests from bidders. The Briefing Notes reaffirmed the programme’s commitment to a transparent and supportive procurement environment which accommodates bidders' concerns hence the extension of the submission deadline from the initial 3rd December, 2025 to the 5th January 2026, at 12:00 noon (Eswatini time).

This extension is expected to enable bidders to adequately respond to the RFP requirements and allow bidders sufficient time to engage potential local partners as well as financiers in line with the RFP requirement for part-financing. This is also earmarked to improve the overall quality and competitiveness of proposals from the Bidders.
The extension of the bid submission deadline follows a sequence of structured engagements which included the issuance of the RFP on 24th October 2025, a Bidders Conference which was held on 6th November 2025 and a compulsory site meeting and visit that was held on the 7th of November 2025. These activities provided bidders with essential technical, financial, and operational insights needed to prepare strong, compliant proposals.
The selection of the project developer will follow a value-for-money framework that will ensure that the chosen developer not only delivers a technically sound minigrid with reasonable tariffs for the Bulimeni community, supporting socioeconomic growth.
